Default shuting system down

I'd like to know WHY MY SySTEM REBOOTS when I shut it down. I've installed
again SUSE 10.0 but it continues to reboot. It doesn't halt.

How are you trying to shut it down? from the commandline, from the
shutdown dialogue on logout or from Ctrl+Alt+Del?

does it shutdown with the shutdown command?

As root:

shutdown -h now
