OK... I just tried to add a user from YaST again, and it worked. I
again
tried useradd from a console as su - and the home directory wasn't
created.

That's good! :-)

You have to use the '-m' option for 'useradd' to *create* the home
dir.
It's always been that way, unless you had a script that replaced
'useradd'. I've just checked this scenario in SUSE 7.3, 8.2 and 9.2
and
they all react the same way . . .
