The setting to get rid of the Notification is in Control
Center>Appearance and themes>Launch Feedback.

I am not sure if you can enable it globally though.

Looks like what I was refering to is "Appearance & Themes -> Launch
Feedback -> Busy Cursor"
and it can be changes in /home/USER/.kde/share/config/klaunchrc
