I think the poster is looking for an IDE rather than APIs/libraries.

Exactly. I use Cooktop on my windows. Free and it does the job.

And, as linuxjoe mentioned, 'kxmleditor' looks really nice! I can noweasily cleanup some unneeded address books in Sylpheed-Claws, which
uses XML, that stopped showing up . . .
