Db Files Editor

I need any program with GUI to edit .db files.
I want to edit kbabels translation database, can anybody help me?

here is one problem, it needs to connect to mysql server, but I even don't
know how to create user account on it. can you give me something like
manual or handbook of mysql for newbee in DBs?
