kbd fails in runlevel 5

I have Suse 9.2 and kdm.

If I set runlevel in inittab to 5 I have no
keyboard for login. If I set inittab to 3 and then telinit 5 there is no
problem with the keyboard.

In testing I noticed that if I ssh from another
machine and set runlevel to 5 on the machine in question and then try to
restart ../init/kbd restart I get a fail, something about PIO_FONT invalid
argument. If I run this again in runlevel 3 there is no error.

Any ideas.
