Does it happen when you login with all users or just with your standard one?

In fact, it is quite difficult to get just one key (i.e., windows key)
associated with any event as the standard way to achieve this is using a
combination of two keys (Win+key) :-?

Review your options under kde control center / regional and accessibility /
keyboard layout ("xkb options" tab) and keyboard shortcuts ("keyboard
shortcut layout" tab).
