This has been a big request from Opera users, oft repeated on Opera's forums and in bug reports/feature requests. The only 64-bit qt4 build I know of was for a development build of 9.5 last year. They have provided QT4 32-bit builds in the past more frequently.
I think the reason they haven't provided one may come down to priorities; at least once a year they come out with a major new version of their browser so I'm sure a lot of development time is focused on that. I am completely ignorant of the changes required to switch from QT3 to QT4 but I imagine if it is a difficult process, it was probably pushed to the bottom of the list. If it isn't that difficult, it could come down to laziness; I'm sure the real answer lies in between the two extremes though.
