Well, sdlmame needs to be compiled with

The DL link is highlighted in the SDLMame headed paragraph. You have to extract it to a directory before you can build (compile) it. Pretty sure the base level OpenSuSE install has the apps you need to compile it. If not, you will see any error related to that.
There are a few public domain game ROMs to be found out there, but IIRC discussing the non-free ROMs here is not allowed, so I can't help you there.
