Yes your repomd source is working which is the non-oss source. Every other source you have has been commented out with the # sign in front of it. As for your issues with apt, I'm not really sure there was much done with apt in 10.2 since yast and smart have come into play and imo are both much better at package management. I think that is why you are having such a hard time with synaptic.
