That "other folder" appears to be a web.
Could have been managed by another webserver setting it's own flags.
If this is the case, even root will not have sufficient authorization to chown or chmod.
Logic,
as if you would change the rights on the files, the original webserver's settings would be broken and you would then be unable to list the files from their original application.
